Having technical knowledge does help, if you are into serious blogging, but for the casual blogger who only update a few times a week, then blogger.com or wordpress.com has everything for the casual blogger. Don’t need to learn rocket science to blog.

Another thing is that yeah, sometimes blogging takes little time, but if you are serious blogger, then it really does take a lot of time, because you have to plan your blog post and present it nicely. It’s does take time, however for the casual blogger, it doesn’t take much time to write out a post…… you don’t need to think much about anything.

I agree with all your points but I still think blogging needs a lot of time. A lot of time to think about what to post and a lot of time to bloghop, haha!
